On an end note, most thing in this game are not black and white, they're different shades of gray. His description did say he was looking for something. Or maybe he's just randombly kidnaping children hoping for one of them to be Six. Maybe it is a similar reason the TVs absorb the viewers. Now on the kidnaping children part, I have no idea why he does it, but I think we can all agree It's not a good thing. But I also don't think he was trying to stop the signal tower, since by leaving Six trapped there the Tower uses Six as a host to continue working. Given that they are depicted alongside older versions of Mono and Six, the children were conceived even before the comics were released. I do not think he cares about his own life since he goes after Mono later on in order to kill him (If you kill yourself in the past you won't exist in the future, or at least that what people say). Also, the six protagonists of Little Nightmares Comics were originally going to appear in Little Nightmares II, as evidenced by their concept art and unused low-textured models in the game files. I'm pretty sure Mono's mind was distorted by the Transmition as he grew up, so The Thin Man pretty much works for The Tower, I do believe that by capturing Six he was trying to set himself out of the cycle and also get revenge on her by leaving her trapped in there.
